What Happens in the Ending of ‘Mercy’?

As Chris Raven realises that his sponsor and Nicole’s co-worker, Rob Nelson (Chris Sullivan), was the man who killed Nicole. SWAT officers are sent to his house, where they discover materials that he had stolen from his work to make bombs, and had rigged his home to explode with the same type of bombs. Rob has stolen the truck and is speeding down the highway, leading to one of Judge Maddox’s Mercy drones to see if anybody else was in the vehicle, and Chris verifies the identity of the passenger in the truck as his daughter Britt (Kylie Rogers) and that Rob is seeking revenge against Chris by killing his family and soon Chris.
Earlier in the film, it was revealed that Rob Nelson is the brother of David Webb, the first person tried by the Mercy system and due to Chris being responsible for his arrest, he is the person who Nelson blames. Unable to be stopped, Rob makes it to the Mercy building and gets out of the vehicle with a detonator, ready to explode the film with a dead man’s switch, whilst he tries to shoot Chris dead.
It is revealed that Rob has evidence that David did not kill anybody and that his execution by the Mercy system was unjust. It is revealed that the system did not know this evidence because Jaq (Kali Reis), Chris’s partner, took David’s phone and threw it away to hold David accountable for a crime he did not commit. Rob and Jaq are arrested.
How Did Rob Nelson Remain Undetected in ‘Mercy’?

Rob made it into the Raven household two days prior to the murder of Nicole for a BBQ, and goes into the basement and hides, whilst he instructs his co-worker Holt to take his car home for him, driving others home. After an argument, Chris leaves for work, and in the 26 minute gap before Britt arrives home from a sleepover, Rob kills Nicole, and escapes through the bushes in the Raven’s backyard and escapes in the trunk of their back neighbour’s car.
